The team from the Independent Monitoring Mechanism (IMM) undertook professional training at the Office of the Public Defender of Rights, consisting of two consecutive training sessions. In collaboration with United Nations High Commissioner for Refugees (UNHCR), the participants combined their legal knowledge with the analysis of case studies and the identification of best practice in the field of monitoring.
During the first training session, UNHCR trainers presented the fundamentals of international refugee protection, recent changes to the European and Slovak legal frameworks, and issues relating to reception conditions. A key aspect of the first training session was the application of the legislative instruments of the EU Pact on Migration and Asylum and the related activities of the IMM.
The UNHCR team from Warsaw followed up on these topics with practical workshops for the monitoring mechanisms of the Czech Republic and Slovakia. Participants analysed model scenarios relating to the screening process, border procedures, restrictions on personal freedom during detention, and the application of the principle of non-refoulement. The training provided an opportunity for professional cooperation, the exchange of experiences and lively discussions.
The trainers emphasised the importance of thoroughly assessing each specific situation and an individual’s needs. Using case studies, participants practised preparing interviews, procedures for identifying vulnerability, and procedures for assessing individual needs and the risks associated with failing to identify such vulnerability. Particular attention was paid to vulnerable groups, recognising their needs and the availability of follow-up specialist support.
The IMM team will utilise the knowledge gained in the further development of methodological procedures and in carrying out monitoring activities. In its future work, it may also draw on the online materials made available by the UNHCR and the European Union Agency for Asylum (EUAA). Contacts with trainers and Czech colleagues will enable the team to continue professional consultations and the exchange of experiences.
